Tenant rights in Singapore

Singapore's rental market is primarily governed by contract law and the terms of individual tenancy agreements. While there is no specific Residential Tenancies Act, tenants still have significant legal protections.

Eviction rights

  • Your landlord cannot evict you without a court order, regardless of what the tenancy agreement says.
  • Self-help eviction — changing locks, removing belongings — is illegal and can be reported to police.
  • If your landlord breaches the tenancy agreement, you have the right to seek remedies through the courts.
  • The Small Claims Tribunal can handle disputes up to $20,000 quickly and affordably.

Security deposit

  • Security deposits are typically 1-2 months rent and governed by the terms of your agreement.
  • Your landlord must return the deposit within the timeframe specified in the contract (typically 14-30 days after vacancy).
  • Deductions must be specifically covered by the agreement and evidenced with receipts.
  • Dispute unwarranted deductions through the Small Claims Tribunal.

Repairs and maintenance

  • Your landlord's repair obligations are set out in the tenancy agreement.
  • Typically, structural and major repairs are the landlord's responsibility.
  • Minor repairs may be the tenant's responsibility depending on the agreement.
  • If your landlord refuses to carry out their contractual repair obligations, you can pursue a claim in the Small Claims Tribunal.

Landlord entry

  • Notice requirements for landlord entry should be specified in your tenancy agreement.
  • Typically 24 hours notice is expected for non-emergency visits.
  • Repeated entry without notice may constitute harassment and breach of contract.

Know your agreement

  • In Singapore, your tenancy agreement is your primary protection — read it carefully.
  • Ensure all verbal promises are included in the written agreement before signing.
  • The Community Mediation Centre can help resolve disputes before they reach the courts.
